There was in fact only one Thomas HILL on Norfolk Island (https://archival.sl.nsw.gov.au/Details/archive/110332210) However there were 6 convicts who had arrived in NSW in time to be sent there. By a process of elimination it turns out to have been the man convicted in Surrey on 18 Feb 1789. He left Norfolk Island on 19 Feb 1796, 7 years and one day after his conviction. The man from Somerset, who arrived on the Neptune, has a “dd” in front of his name, indicating that he had died on the voyage.

7/4/1788 Salisbury and Winchester Journal Wiltshire, England: At the assizes for Somerset, held at Taunton, Thomas Hill for stealing five asses. There were 3 Thomas Hills' on Norfolk Island. It is said that Thomas Hill from the Neptune formed a relationship with Elizabeth Thomas (Prince of Wales). Elizabeth Thomas married William Connelly (Alexander) at St. Phillips Church 19/10/1788. They were transferred to Norfolk Island on the 'Sirius' in March 1790. William left Norfolk Island on the 26/10/1793 per 'Surprise', received a pardon and left for Bengal on the 'Sugar Cane'. Thomas Hill and Elizabeth had 2 children: Mary Ann 28/11/1794 Eliza 13/8/1796. Thomas Hill Left Norfolk Island in 1796. Elizabeth then had a relationship with James Waterson (Albermarle).
