No marriage or children found on NSW BDM.

1892: This is the date of death for Joel Sands who died at Hailsham, Sussex.  There is no further mention of Joel after his CP - so did he go back to England??

Seems not -
Joel Sands (son of William Sands and Mary Mabb) was born 24 February 1811 in Heathfield, Sussex, and died 20 June 1892 in Heathfield, Sussex. He married Phoebe Nailor/Nailand in Heathfield, Sussesx.

Joel Sands, miller He was born 1812 at Heathfield, Sussex
He married Phoebe Nailard on July to Sep 1839, registered at Ticehurst District, Sussex, ref: 1839 Q3 Vol 7 Page 536. She was born 1814 at Heathfield, Sussex. They had the following children:
i Elizabeth who was born on 1841 Salehurst, Sussex
ii Harriot who was born on 1845 Heathfield, Sussex
iii George who was born on 1850 Heathfield, Sussex

Since Joel was in NSW in 1839 he cannot be the above ‘Joel’ - we need more research.
